十三屆全國人大常委會第二十八次會議表決通過鄉(xiāng)村振興促進法，這部法律共74條，自2021年6月1日起施行。出臺鄉(xiāng)村振興促進法，為全面實施鄉(xiāng)村振興戰(zhàn)略提供了有力法治保障。
A law on the promotion of rural vitalization was adopted after the third reading at the 28th session of the 13th National People's Congress Standing Committee, providing the country a legal guarantee in pursuit of the rural vitalization strategy. The law containing 74 articles will come into force on June 1, 2021.

“十四五”時期，是乘勢而上開啟全面建設社會主義現代化國家新征程、向第二個百年奮斗目標進軍的第一個五年。民族要復興，鄉(xiāng)村必振興。全面建設社會主義現代化國家，實現中華民族偉大復興，最艱巨最繁重的任務依然在農村，最廣泛最深厚的基礎依然在農村。
制定出臺鄉(xiāng)村振興促進法，對于促進農業(yè)全面升級、農村全面進步、農民全面發(fā)展，全面建設社會主義現代化國家，實現中華民族偉大復興中國夢，具有重要意義。
鄉(xiāng)村振興促進法提出，促進鄉(xiāng)村振興應當按照產業(yè)興旺、生態(tài)宜居、鄉(xiāng)風文明、治理有效、生活富裕的總要求，統(tǒng)籌推進農村經濟建設、政治建設、文化建設、社會建設、生態(tài)文明建設和黨的建設，充分發(fā)揮鄉(xiāng)村在保障農產品供給和糧食安全、保護生態(tài)環(huán)境、傳承發(fā)展中華民族優(yōu)秀傳統(tǒng)文化等方面的特有功能。

要進一步解放思想，推進新一輪農村改革，從農業(yè)農村發(fā)展深層次矛盾出發(fā)，聚焦農民和土地的關系、農民和集體的關系、農民和市民的關系，推進農村產權明晰化、農村要素市場化、農業(yè)支持高效化、鄉(xiāng)村治理現代化，提高組織化程度，激活鄉(xiāng)村振興內生動力。
We need to further free our minds and promote a new round of rural reform, beginning with the deep-seated problems in agriculture and rural development and focusing on the relationship between farmers and the land, between farmers and collectives, and between rural and urban residents. We need to define rural ownership more clearly, promote market-oriented allocation of rural resources, lend more effective support to agriculture, and modernize rural governance. We need to better organize ourselves and activate endogenous drivers of rural vitalization.
